Commission on Overseas Affairs under Article 6 of the

Ordinance and promulgated on November 6th, 1936.

3. These Rules and Principles, if strictly enforced,

would seem likely to put a stop to the frequent practice

of plantation and mine owners in Malaya of sending one

of their Chinese foremen to China to recruit labourers,

as was done recently by Malayan Collieries, Limited.
